The annual Christmas anti-drink and drugs drive campaign for 2021 saw a total of 95 people arrested for driving related offences. The figure for the 2021 campaign, which ran across the county from 1 December 2021 to 1 January 2022, is down on the previous year’s number (when 130 people were arrested). A total of 49 people were arrested for motoring offences related to alcohol, while 33 were arrested on suspicion of driving under the influence of drugs. Following the work of officers on the roads of Gloucestershire, a total of 41 people were charged for a variety of offences and have appeared or will appear at Cheltenham Magistrates’ Court. An additional 39 people have been released under investigation and several people gave a negative breath test after being brought into a station. The campaign, coordinated by Gloucestershire Constabulary with Gloucestershire County Council, Gloucestershire Fire &amp; Rescue Service, and the Office of the Police and Crime Commissioner, aimed to educate drivers of the dangers and penalties they could face by getting behind the wheel after consuming alcohol or drugs. Enforcement action saw the Special Constabulary conducting a number of proactive operations throughout the county and roads policing officers making targeted patrols. Chief Inspector Al Barby said: “Every day we have seen motorists who continue to believe that they are able to drive while under the influence of alcohol and drugs. It is disappointing that the message is still not getting through to a small number of people who continue to flout the law. Our roads officers and Special Constables have done a fantastic job of ensuring roads are safe from those who still drive while intoxicated. There is chatter across Gloucestershire for a blanket 20mph speed limit across the county in residential areas.The Arguments for a 20mph Zone:1. Accepted as normal by local authorities currently where 21m people in the UK live. Wales are adopting a Nationwide Residential 20mph limit. Both Oxfordshire and Cornwall are expected to adopt a County wide Residential 20mph limit. 20mph is global best practice where people mix with motor traffic.2. Popular: Government and other surveys consistently find 70% support in residential streets which rises after 20mph limits are introduced.3. Affordable and cost-effective, with multiple societal, environmental, economic, and climate benefits.4. Prioritise quality of life: 20mph helps to create places where human activity, including walking, cycling and social interaction, takes precedence over traffic.5. Safer: The UK’s Department for Transport estimates that speed a reduction of 1mph in built-up areas reduces casualties by 6%. 20mph schemes typically lead to up to 20% fewer casualties.6. Better for the environment: 20mph reduces CO2 emissions by 26% and NOx by 28% compared with 30mph. <a target="_blank" rel="noopener noreferrer nofollow" href="https://skyrad.co.uk/transport-innovation-research/">https://skyrad.co.uk/transport-innovation-research/</a>7. Enforceable, like any speed limit.8. Little impact on journey times: The ‘stop-start’ nature of traffic in built up areas is a much more significant factor. Roads can stay at 30mph where the needs of vulnerable road users are met. Bus journeys and timetables times are generally unaffected.9. Speed reductions occur, even without regular Police enforcement, to the benefit of all road users. Note: all new car models will have in-car speed limiters from 2022.10. Few signs needed: 1 or 2 signs on entry and some repeaters to remind drivers and no need for physical calming.11. Sustainable:Ties in closely with other policies to address climate change, improve air quality and enable more people to walk and cycle – especially for short journeys.12. Rolling it out Countywide would be a one-off cost of £2.3m.
